ABOUT THE MINISTRY OF FISHERIES AND LIVESTOCK.

Mandate of the Ministry of Fisheries and Livestock

The Mandate of the Ministry of Fisheries and Livestock is anchored on Government Gazette Notice No. 183 of 2012. Its portfolio functions include;

  • Animal Health
  • Fisheries and Aquaculture Research
  • Livestock and Veterinary Research
  • Veterinary and Fisheries training
  • Fisheries and Livestock Extension
  • Livestock Identification and Traceability
  • Dairy Industry Development
  • Fisheries and Management Development
  • Livestock Development
  • Tsetse Control and ecology

The Ministry is also responsible for the following statutory Bodies and institutions:

  • Fisheries and Livestock training institutions
  • Dairy Industry Development Board
  • Veterinary Council of Zambia
  • Livestock Development trust

Apart from the portfolio functions, the Ministry is mandated under the law to ensure implementation of the agriculture-related legislation.

The Ministry of Fisheries and Livestock comprises the following Departments;

  • Department of Finance
  • Department of Fisheries
  • Department of Fisheries and Livestock Marketing
  • Department of Human Resource and Administration
  • Department of Livestock Development
  • Department of Policy, Planning and Information
  • Department of Veterinary Services

The Ministry is headed by the Permanent Secretary who is assisted by seven (7) Directors who are responsible for each of the departments.

Functions of the Departments

  1. Department of Finance

The function of the Department of Finance is to manage financial resources of the Ministry

  1. Department of Fisheries

The function of the Department of Fisheries (DoF) is to oversee the implementation of the national fisheries programmes in capture fisheries and aquaculture development. DoF is also responsible for enforcing the provisions of the Fisheries Act, Cap 22 of 2011 of the Laws of Zambia. Furthermore, DoF undertakes research in capture fisheries management and in aquaculture development.

  1. Department of Fisheries and Livestock Marketing
  2. Department of Human Resources and Administration

The function of the Department of Human Resources and Administration (DHRA) is to oversee human resource matters of the Ministry. It is charged with the responsibility of ensuring that the Ministry is adequately staffed with suitably qualified, motivated and viable workforce, and to give necessary support services to other departments.

  1. Department of Livestock Development

The function of the Department of Livestock Development (DLD) is to promote the conservation and utilisation of animal genetic resources and regulation of the quality of livestock and livestock by-products.

  1. Department of Policy, Planning and Information

The function of the Department of Policy, Planning and Information (PPID) is to maintain and coordinate the policies and objectives of the Ministry as well as to review them from time to time in response to changes in the fisheries and livestock sector.

  1. Department of Veterinary Services

The function of the Department of Veterinary Services (DVS) is to undertake programmes related to animal health, disease diagnostics and vector control. DVS also undertakes research in disease epidemiology and vaccine production.
